Empat Strategi Untuk Menjadi Perencana Yang Handal


Ada banyak kiat dan strategi untuk menjadi pembelajar sukses dalam bidang Perencanaan Wilayah dan Kota (PWK). Antara lain meliputi pemahaman kemampuan ke-ilmuan PWK dan Tata Ruang, pemahaman kekurangan diri sebagai pelajar, praktisi, dan peneliti dengan memanfaatkan peluang-peluang yang ada, aplikasi ilmu PWK, dan mengetahui tantangan serta kondisi bidang PWK dan Tata Ruang. Demikian disampaikan Sesditjen Penataan Ruang Ruchyat Deni pada Kuliah Perdana Program Studi PWK Universitas Gajah Mada, di Yogyakarta (24/8).

Lebih lanjut Deni mengungkapkan, keempat strategi tersebut dapat diaplikasikan dengan banyak cara. Pengaplikasian strategi pertama dapat dilakukan dengan mengkalkulasikan kemampuan diri dalam keilmuan PWK dan Tata Ruang baik formal maupun non formal, mengoptimalkan dan mengaktualisasikan kemampuan serta memahami dan mengembangkan kelebihan diri yang dapat mendukung penerapan ilmu PWK.

Untuk strategi kedua, dilakukan dengan mengkalkulasikan apa kekurangan dan kemampuan diri dalam penguasaan ilmu PWK, pro-aktif dalam mencari input lain dari berbagai sumber seperti buku, jurnal, milis dan lainnya, ujar Deni.

Deni menambahkan, pengaplikasian strategi ketiga dapat dilakukan melalui komunikasi dengan stakeholders untuk mengikuti perkembangan informasi terkait, aktif mengikuti kegiatan pelatihan, penelitian, seminar dan diskusi, serta survey yang berkenaan dengan bidang PWK dan Tata Ruang. Termasuk ikut kesempatan sekolah lanjutan, dan aktif menciptakan peluang untuk menerapkan ilmu PWK.

Menumbuhkan kepekaan terhadap lingkungan sekitar, update mengenai kondisi dan perkembangan bidang PWK, dan memilih bidang yang dikuasai dalam format PWK dan tata ruang merupakan bentuk pengaplikasian strategi yang keempat, imbuh Deni.

Deni mengatakan, kebutuhan tenaga Perencanaan Wilayah dan Kota (planner-red) di Indonesia hingga tahun 2014 akan selalu meningkat. Diperkirakan 2.400 planner dibutuhkan untuk sektor Pemerintah, Pemerintah Daerah dan swasta. Data yang ada, supply yang dihasilkan oleh 33 Perguruan Tinggi negeri dan swasta yang memiliki program studi PWK hanya 2700 planner di tahun 2003 dan jumlah anggota Ikatan Ahli Perencana sampai dengan tahun 2007 sekitar 3000-4000 orang.

“Khusus di Ditjen Penataan Ruang, saat ini hanya ada sekitar 50 planner diharapkan bisa bertambah menjadi 200-250 orang pada tahun 2014,” tegas Deni.

Deni juga menyampaikan beberapa konsep pengembangan wilayah, diantaranya konsep ruang terbuka hijau wilayah perkotaan, konsep pemanfaatan ruang di kawasan Daerah Aliran Sungai (DAS), dan peran-peran strategis dari Undang-Undang No 26/2007 tentang Penataan Ruang.

Kegiatan ini diikuti oleh 88 mahasiswa baru Program Studi Perencanaan Wilayah dan Kota pada Fakultas Arsitektur dan Perencanaan Universitas Gajah Mada Angkatan 2009. (obt/ibm)

Program/Department Summary – Asian Cities Climate Change Resilience Network (ACCCRN), Indonesian Cities Project

Mercy Corps Indonesia will work closely with two selected cities in Indonesia to identify, develop, pilot, and document Indonesian city level climate change resilience activities with potential for replication in other cities in Indonesia. Mercy Corps will work through secondary partnerships with a broad spectrum of actors including municipal, provincial, national government, universities and research institutions, local NGOs, and the private sector to experiment with a range of activities that will provide visible demonstration and documentation on how they collectively improve the ability of the two cities to withstand, prepare for, and recover from the projected impacts of climate change.

The four main objectives of the Indonesian ACCCRN program are:

  1. To complete a robust and demand driven process of Indonesian city selection;
  2. To build the capacity of selected Indonesian city networks to develop, plan, budget, and identify potential funding for participatory, city level, climate change resilience strategies;
  3. To identify, develop, pilot, document, and disseminate successful Indonesian city network climate change activities within Indonesia and throughout ACCCRN regional network.
  4. To work with ACCCRN actors to enable local governments and city networks to identify opportunities from, engage with, and leverage national, regional, and global climate change priorities, programming, and policy initiatives.

Project Officer will be responsible for project implementation, working with local partners/local government to build city teams, networking with Indonesian climate change stakeholders, reporting and documentation, organizing city and national workshops on climate change vulnerability. Ph.D. Studentship in Economic Geography at Clark

The Graduate School of Geography at Clark University (Worcester, Mass., USA) is announcing a 3-year Ph.D. studentship in Economic Geography.  We seek students who are interested in pursuing careers as economic geographers, and intend to write doctoral dissertations that engage with current debates in economic geography.  Preference is given to candidates who focus on one or more aspects of global economic change.

Consolidated Urban Development Programme for Kreung Aceh River

Banda Aceh (duration 1st September 2008 – 30th January 2009)

1. Background

Cities Development Initiative for Asia (CDIA) yang didukung oleh Asia Development Bank (ADB), the German Ministry for Economic Cooperation and Development (with GTZ, Kfw and Inwent), dan the Swedish International Development Cooperatioan (SIDA), mendukung pembangunan kota-kota di setiap negara Asia yang menjadi anggota ADB dalam rangka penguatan jaringan di antara berbagai program dan proyek perencanaan kota dan pembiayaan infrastruktur pembangunan kota serta juga untuk memfasilitasi dan mengidentifikasi proyek-proyek tertentu melalui pre-feasibility study, feasibilitites studies beserta pembiayaan untuk pelaksanaannya.

2. Objective

·          To prepare prefeasibility study (PFS) for the river front city development project that will include economic and infrastructure development, environmental infrastructure, urban transport and tertiary infrastructure. The study will use the projects identified by city government officials as the starting point.

·          To assist the city government prepare a marketing and investment plan as part of the PFS

·          To build the capacity of the city government’s donor/project coordination unit – Team Coordinasi (TimKo) so that it is an effective institutional instrument capable of coordinating and managing the implementation of the river front city development project.

·          To support the city government and TimKo in preparing an overall corporate strategic framework which underpins key thematic and sector interventions in Banda Aceh and is linked to key regional development priorities.

3. Overview of project concept

In discussions between the city government and CDIA the project concept has evolved from being focused on a narrowly defined river-based waterfront development to a more comprehensive urban development canvass. It has a number of dimensions but is also cognizant of the need to benefit a wider landscape, target audience involving the role of varied agencies including more than just the city government.

The envisaged scope of the project now covers urban development based on and contiguous to the urban part of Kreung Aceh River rather than just the water front project in isolation. The project covers three key urban dimensions:

a)                   environmental protection;

b)                   urban transport

c)                   tertiary infrastructure

The project’s overall goal is to support the Banda Aceh and NAD governments efforts to revive the local economy in an environmentally- sensitive and pro-poor manner. The city government envisages that river-based investment will trigger other investments, harnessing the area’s natural beauty, heritage and culture. The provision of adequate infrastructure becomes critical if this local economic development is to materialize. To date limited attention has been given to thinking about the kind of infrastructure that will need to support such growth, much less, in an integrated way. The challenge lies in helping the city government to begin moving away from a myopic perspective of infrastructure needs to one that is integrated, consolidated and covers the functional urban areas of Banda Aceh outside the city administrative boundaries in Aceh Besar district as well.

4. Scope of work

The aim of this study is to investigate the viability of a comprehensive and consolidated urban development programme for the Kreung-Aceh river area. This river runs through the centre of Banda Aceh and is the lifeline for the Sabanto area, being a major source of its rural irrigation and urban drinking water. The largest raw water intake to supply drinking water to the greater Banda Aceh area is from this river and is situated within Banda Aceh’s peri-urban area, administratively in the Aceh Besar district.

The city government, the provincial NAD government and BRR all recognize the economic importance of such a programme and its improvements into adjacent local government areas. The environmental protection of water intake, quality of water, flood control, and adequate drainage must all be scoped as part of this study. Similarly, household and industrial solid and waste management are important features of life along the river and cause for environmental concern.

The project calls for a consolidated investment programme around river based development and the study’s other task will be to formulate ideas, consolidating the work of previous studies. Urban transport has been identified as being critical to the river based urban development and the study should examine the potential for a comprehensive urban transport system that supports river based economies and inter-regional cooperation. The city government is keen to explore the potential of a range of transport options that are integrated and encourage rural-urban exchange. These cover:

·                      river based transport

·                      public transport (labi-labi)

·                      sight-seeing buses

·                      public walks and pathways

·                      access roads to Banda Aceh

Tertiary infrastructure provision is integral to this programme. The study team will need to assess what additional roads, pathways, drainage, water supply and sanitation systems will be need to adequately support the kind of economic development envisaged for the river front area. Moreover, the study should not overlook the infrastructure needs of adjoining local governments but assess the institutional plausibility of implementing an integrated programme. The city government of Banda Aceh has identified the need to develop recreational infrastructure (green urban spaces, footpaths, construction of markets, heritage related re-construction) such as in the Gampong Pande area where green tourism could be developed.

Given the relatively fragmented governance structures in Banda Aceh, institutional and organizational development is an important part of the study’s scope. The study team will be expected to work closely with the city government’s team Koordinasi unit (TimKo) strengthening its technical, operational and functional capabilities, through a range of capacity building options, during the lifetime of the study. An important output will be an organizational framework, complete with job descriptions, mandate, budgeting plan, and strategy to enable the unit to work towards organizational maturity. Furthermore, it will provide support to the city government to review its under-developed corporate strategy, providing inputs into how this framework maybe developed into a complete corporate plan that provides coverage for a number of potential development strategies i.e. urban and tourism for instance. This dimension will also be expected to assess and propose ways of how wider institutional linkages with neighboring districts, provincial, national governments and non-government actors can be strengthened to support integrated and consolidated development outcomes for Banda Aceh.

The study is expected to shed light on social and poverty dimensions within Banda Aceh. In a comprehensive urban development programme of this nature, social dislocation and poverty are likely to be affected and it will be important for the study team to flag social, environmental and poverty safeguards. In particular, the study should try and highlight how the social, governance and poverty dynamics are likely to improve or as the case maybe deteriorate as a consequence of the proposed investment. Accessibility to quality data in Banda Aceh is problematic however significant secondary sources exist (mainly in Bahasa Indonesia (Annex 4), which should act as pointers in addressing these elements.

The overall implementation package is likely to be financed by a combination of international and national financing. The provincial government of Aceh possesses a sizeable grant from the central government, received as part of the peace agreement, and which has not been completely disbursed. The consultants will be expected to closely with the provincial government to explore these funds might be better utilized for implementation purposes in Banda Aceh. This programme offers central, provincial and local government the opportunity to use the majority of these existing resources and seek smaller contributions from international lending agencies.

A multi-disciplinary team of experts (national and international) will be led by an urban development/ planning specialist and required to successfully execute this assignment.

4. Inputs :

6. Detailed Technical Assistance – Team Position Requirements

6.1. Team Leader – Urban Planner/Urban Development (International)

The planning specialist will have overall responsibility for managing the consultant’s team. Assisted by a local planning assistant he/she will be responsible for providing the strategic and technical direction for the PFS, quality assurance for the inputs and all key reporting to CDIA. He/she   will coordinate closely with the client, ensuring that key institutions are at all times engaged in the process of the PFS as equal partners.

6.1.1        Technical Responsibilities

·          Manage the preparation of a pre-feasibility report adhering to a standard acceptable to national and international financing institutions, with particular reference to requirements for a possible capital investment project (including flagging potential issues requiring in-depth review in accordance with the various  safeguards guidelines at the subsequent feasibility study stage);

·          Verify previous prioritization activity and confirm priority projects;

·          Undertake a detailed analysis of the development situation in which the activities will be carried out, identifying the constraints  and issues;

·          Identify and define possible design options that have emerged and comment on their likely feasibility and sustainability;

·          Recommend preferred designs/structures for investment projects;

·          Develop terms of reference for a feasibility/ design study and required capacity development programs; and

·          Highlight any major social, economic, financial and environmental issues which need to be reviewed in-depth at the subsequent stage of feasibility work.

6.1.2        Qualifications and Experience

The International Urban Planner/Development Specialist will:

§          Have a Masters degree in Urban Planning or related discipline with experience in planning for large metropolitan areas and cities.

§          Have 10 years project related experience in Asia, preferably also in Indonesia

§          Have at least 5-10 years project management experience in Asia

§          Be fluent in English (spoken and written) and fluency in Acehenese will be desirable

§          Have the capability to lead multi-disciplinary teams, including different stakeholders

The Urban Planning Assistant:

§          Have a Masters degree in Urban Development and/or related discipline with experience in city wide planning.

§          Have 3-5 years project related experience in Asia, preferably also in Indonesia

§          Have at least 3 years experience in project management in Banda Aceh

§          Be fluent in Bahasa Indonesia and English

§          Fluency in Acehnese will be an additional asset

6.2           Municipal Infrastructure Specialist (Domestic Deputy Team Leader)

The municipal infrastructure specialist will assess and outline the key infrastructure projects that will be needed to support the river front development project. These will need to encompass the wider Kreung-Aceh river in terms of environmental infrastructure, transport and tertiary infrastructure i.e. water and sanitation, drainage, roads, solid waste management and waste water management.  The specialist will work closely with the city government’s public works department including those in Aceh Besar to assess how best to develop prioritized integrated urban infrastructure provision for this project.

6.2.1         Technical Responsibilities

·          Assess the likely technical options for the proposed projects, their costs and likely technical issues in implementation;

·          Evaluate the financial affordability and sustainability of the proposed options;

·          Perform a preliminary estimate of the cost of the identified options;

·          (Implementation and operation);

·          Preparation of preliminary technical specifications and performance criteria for the identified options;

·          On the basis of assessment of options against performance criteria, assist the team leader to recommend the preferred options for investment projects; and

·          Contribute to the design and documentation of the required Feasibility Study and Capacity Building programs related to the projects.

·          Conduct an assessment of operations and maintenance (O&M) capacity within the city suggesting recommendations for strengthening O&M capability

6.2.2        Qualifications and experience

·          The specialist will be civil engineer with post graduate qualifications.

·          Have a minimum of 5-10 years experience in infrastructure planning, design and budgeting in Banda Aceh and Indonesia , regional experience an advantage.

·          Be fluent in English and Bahasa Indonesia

·          Fluency in Acehnese will be desirable.

6.3 Finance Specialist (Domestic)

The finance specialist will assess options available to the city government, both public and private, to finance their river front development projects and wider infrastructure provision. He/she will particularly examine potential resources available to the city government through the peace agreement with central government, which remain under-utilized. The team will need to assess the potential for private sector financing and see whether PFI entities will be interested in supporting economic and infrastructure development initiatives such the river front development. The finance specialist will conduct necessary training for finance managers at the city government on aspects of public finance.

6.3.1      Technical Responsibilities

·          Make a preliminary assessment of the viability of identified investment options, and contrast and compare their likely feasibility and benefits;

·          Make a preliminary identification of likely risks to feasibility and benefits (including risks to sustainability) and assess the importance of these risks;

·          Prepare a preliminary financial and economic analysis, including risk analysis and least-cost analysis, for each alternative

·          Prepare a preliminary financing plan;

·          Assist the team leader to recommend a preferred design option on the basis of broad socio-economic cost – benefit criteria;

·          Review potential options for financing of investment implementation and operation modalities options, and recommend preferred options for both to be considered in detail in subsequent feasibility work;

·          Identify potential financial sources for project finance;

·          On the basis of the financial assessment and assessment of project implementation organizations and local government financial systems, assist in the preparation of Terms of Reference for the Feasibility Study and Capacity Building programs.

6.3.2        Qualifications and experience

·          The specialist should have a Masters Degree in Finance/Economics or related discipline

·          Have a minimum of 5-10 years experience in finance/economics project monitoring and evaluation.

·          Familiarity in financial planning of infrastructure projects.

·          Proven competences in project economic and financial analysis.

·          Be fluent in English and Bahasa Indonesia

·          Fluency in Acehnese will be desirable.

6.4 Environmental Management Specialist (Domestic)

The environmental management specialist will assess all key environmental issues related to the proposed river front development project. The key areas envisaged under this PFS include aspects of environmental protection and tertiary infrastructure. In environmental protection the consultant will cover waste-water management, flood protection, water intake quality, normalization and revitalization of the Kuala Cakra area, upstream assessment of Kreung Daroy and the river. Preliminary assessments of the potential environmental impact of tertiary infrastructure projects for drainage, waste management, and household/industria l sanitation within the river front development framework will be an important consideration for the PFS and government client. City government officials will receive on-the-job training on the importance of successful environmental due diligence and management.

6.4.1        Technical Responsibilities

·          Review the relevant environmental protection law and regulations to identify the roles and responsibilities of stakeholders in mitigating potential environmental impacts of the proposed project activities;

·          Carry out a preliminary  assessment of the project area (s);

·          Coordinate environmental screening and assessment activity;

·          Assess the potential environmental impacts of the proposed projects and identify mitigation measures of expected adverse impacts; and

·          Contribute to the design and documentation of capacity building programs related to environmental issues under the project.

6.4.2        Qualifications and experience

·          Have a Masters degree in Environmental Management or related discipline with experience of working in city wide planning context

·          Have a minimum of 5 years experience of working in Indonesia and preferably Banda Aceh in international development projects

·          Be fluent in English and Bahasa Indonesia

·          Fluency in Acehnese will be desirable.

6.5           Urban Economist/Transport Specialist (International and Domestic)

The transport specialists will work closely with the team and city government to assess the potential for developing transport related strategies and infrastructure plans linked to the urban development programme for Kreung-Aceh river and river front development in Banda Aceh. They will assess options for river based transport systems, public transport (labi-labi) and other inter-district transport systems and their economic, social and environmental viability with the team and government before presenting possible options. These options will need to present integrated urban transport and communication systems that strengthen tourism and provide easy and readily available access to the river front once it is developed. The domestic transport specialist will work closely with the international expert in assessing and refining urban transport options for CDIA and the city government. He/she will be a key communications link between the consultant’s team and city government officials.

6.5.1        Technical Responsibilities

·          Prepare pre-feasibility reports adhering to a standard acceptable to national and international financing institutions, with particular reference to requirements for possible financing of the project (including flagging potential issues requiring in-depth review in accordance with the various  safeguards guidelines at the subsequent feasibility study stage);

·          Verify previous prioritization activity and confirm priority projects within the transport sector

·          Undertake a detailed analysis of the development situation in which the activities will be carried out, identifying the constraints  and issues to development of transport options

·          Identify and define possible transport design options that have emerged and comment on their likely feasibility and sustainability;

·          Recommend preferred designs/structures for transport based investment projects;

·          Develop terms of reference for a feasibility design study and required capacity development programs linked to transport; and

·          Highlight any major social, economic, financial and environmental issues which need to be reviewed in-depth at the subsequent stage of feasibility work linked to transport investments

6.5.2        Qualifications and experience

The international urban transport specialist should:

·          Have a Masters degree in Urban Economics/Transport or related discipline with experience of working in a city wide transport planning context

·          Have a minimum of 10 years international, Asia and preferably Indonesia /and or Banda Aceh experience

·          Have at least 5 years experience in project management

·          Be fluent in English

·          Fluency in Bahasa Indonesia will be desirable both spoken and written

The domestic urban transport specialist should:

·          Have a Master’s degree in Urban Economics/Transport ore related discipline with experience of urban planning in Indonesia and preferably Banda Aceh

·          Have a minimum 5 years experience of international development projects related experience in Indonesia and Banda Aceh

·          Be fluent in English and Bahasa Indonesia

·          Fluency in Acehnese will be desirable.

·          Demonstrate an ability to work in multi-disciplinary and multi-cultural teams

6.6 Social Development Specialist (Domestic)

The social development specialist will specifically examine what the likely social impact from the implementation of the river front development projects. This assessment will cover poverty, gender and community cohesion issues linked to the proposed economic development and subsequent infrastructure provision proposed for Banda Aceh. He/she will be expected to carry to identify and carry out stakeholder analysis/consultati ons on the river front projects assessing levels of support and where resistance may be encountered and mitigated. The consultant will work closely with the other team members and relevant counterpart department within the city government as part of the PFS process. The consultant will be expected to build the capacity of city government to work through more participative and consultative approaches to service provision and delivery.

6.6.1           Technical Responsibilities

·          Collect and review existing studies and data on poverty in relation to the areas potentially impacted by specific infrastructure investment proposals, and prepare an outline of the socioeconomic and poverty profile of the primary project beneficiaries and affected persons;

·          Conduct sample surveys to provide required input to project design;

· Assist in preparing initial involuntary resettlement impact screening checklists and a preliminary resettlement plan if required for the subsequent feasibility study stage;

·          Collect and review existing regulations pertaining to land acquisition and resettlement;

·          Make a preliminary assessment of social and gender impacts of project options;

·          Prepare a preliminary poverty and social analysis; and

· On the basis of the social assessment of options, assist the team leader to recommend the preferred options for investment projects.

6.6.2        Qualifications and experience

·          The specialist should have a Master’s degree in Anthropology/ Development or related discipline

·          Have a minimum of 5-10 years experience in social policy analysis including poverty, gender and community participation approaches in Banda Aceh , Indonesia and/or Asia .

·          Be fluent in English and Bahasa Indonesia

·          Fluency in Acehnese will be desirable.

6.7 Institutional/ Capacity Building Specialist (International and Domestic)

The institutional development specialist will be responsible for providing inputs on organizational analysis, good governance and capacity building. Working closely with the other team members he/she will need to begin assessing the training and capacity building needs of TimKo, as an effective project coordination and management unit located within the city government. The consultant will be expected to take a lead developing professional capacity in working with both internal and external constituents, introducing concepts such as outcome based service delivery, participatory approaches, strategic management, partnership development (inter-district and inter-agency) and public service marketing. The aim is to prepare an effective organization sufficiently strengthened and institutionalized to facilitate the implementation of projects such as the river front development.

6.7.1        Technical Responsibilities

·          Make a preliminary training needs assessment (TNA) of TimKo for the PFS process and its ability to successfully support the implementation of the river front development project

·          Work with TimKo to begin the process of preparing a training programme based on preliminary TNA focusing on those areas that assist successful project management

·          To work with consultant team colleagues and other city government departments to develop an overall corporate strategic framework led by TimKo

·          To develop TimKo capacity to work with internal and external constituents i.e. other government agencies, NGOs, community based organizations, donors

·          To support TimKo develop a scope of work, clarify roles and responsibilities, job descriptions, and sustainable financing plan so that it is institutionalized within the city government organizational structure

·          Assist in the preparation of a detailed Terms of Reference for the feasibility study and medium to long term capacity building programmes.

6.7.2        Qualifications and experience

The international institutional/ capacity building specialist will:

·          Have a Master’s degree in Governance/Developm ent or an MBA with experience of institutional development at an international level

·          Have at least 10 years experience in organizational analysis/developmen t and training  within Asia and Indonesia

·          Be fluent in English

·          Fluency in Bahasa Indonesia will be desirable, spoken and written

·          Demonstrate ability to work in multi-disciplinary and multi-cultural teams along with counterparts in government

The domestic institutional/ capacity building specialist will:

·          Have a Master’s degree in Governance/Internat ional Development and/or an MBA and have experience of organizational development and training for the public sector in Indonesia , preferably Banda Aceh

·          Have at least 5 years experience in organizational analysis/developmen t and training in Indonesia and Banda Aceh

·          Be fluent in English and Bahasa Indonesia

·          Fluency in Acehnese will be desirable.

·          Have the ability to work in multi-disciplinary and multi-cultural teams along with counterparts in government

7. Period of Service /Time frame / Period / Contract Duration

The assignment is expected to run for a period of 5 months from mid September 2008 – mid January 2009 at a total of 24 domestic person months and 5 international person month’s worth of consultant’s inputs.

8.                    Reporting / Expected Outputs / Deliverables / Products

For the purposes of overseeing the implementation of this pre-feasibility study a steering committee will be established comprising the Mayor of Banda Aceh, the City Director (Sekda), representatives of the NAD provincial government and the Aceh Besar district government, and two representatives of CDIA.  The committee will be chaired by the Governor of NAD. The first project steering committee meeting will be held at mobilization of the consultant’s team and thereafter as deemed necessary by the client and CDIA.

The City Government of Banda Aceh and CDIA will expect an inception report at the end of Month 1 and monthly progress reports from the consultants thereafter. The consultants will be expected to produce reports for each of the technical areas (institutional development, transport, environmental infrastructure etc) that comprise the PFS.  A draft final PFS, (a compendium of the separate technical areas) report will be submitted at the end of Month 4 for review by the project steering committee members. A final PFS report will be submitted at the end of Month 5.

CDIA reserves the right to establish any other reporting mechanisms deemed necessary to ensure quality is maintained and delivered at all times during the study.

The consultant will be contractually responsible to GTZ. Substantively, the Consultants work will be supervised by the CDIA Core Management Team in close consultation with city government and TimKo.

The Transportation Research Institute (IMOB) is one of the 9 research institutes of Hasselt University. The scientific research within IMOB is concentrated on three core fields: traffic safety, transportation and logistics. The institute organizes the research in traffic safety, within the Policy Research Centre for Mobility & Public Works, track Traffic Safety and researches transportation behaviour by using activity-based models. Besides expertise within public transport, IMOB also gathers knowledge in the research field of logistics and organization of freight transport.
Besides fundamental research, there is an applied research unit that carries out research projects for several clients (EU, federal and regional authorities, local authorities, companies, …). Themes we work at are traffic safety, transportation behaviour, public transport, bike policy, transportation management and freight transport. About 35 researchers are working for IMOB. This researcher will work within the transportation department.

Job description
For this project, people’s travel behaviour will be modelled using a toolbox which will be developed within a micro-simulation environment. This toolbox should enable us to calculate the effects of large-scale individualised transport simulations on a Flemish level.

Profile
The applicant should have sufficient knowledge of quantitative research methods and should at least be highly interested in programming. Preference will be given to applicants with interest and experience in an OO-development environment.

Diploma
A university degree or equivalent academic college degree. Senior students are also encouraged to apply.

The scope
of the research is to develop a toolbox that helps visualizing how people use,
perceive and conceive a given spatial environment, in other words: a toolbox to
visualize mental maps. The innovative aspect of this research is to rely –for
the development of this toolbox- on recent advancements within locative and

technology, specifically on recent advancements within ubiquitous gaming. We
argue that ubiquitous games can be employed to visualize mental maps. The scope
of the research is to validate this argument, by developing an ubiquitous game
for a given spatial context and within a given theme (so far defined as
leisure).

Profile and diploma
