Ikatan Ahli Perencanaan Indonesia (IAP) bekerjasama dengan Rajawali Foundation menyelenggakan Studium General dengan tema :

 

ACCELERATING INFRASTRUCTURE DEVELOPMENT :

“ DOES IT REALLY WORKS ? ” .

 

Kegiatan ini merupakan seminar setengah hari yang diisi oleh kuliah umum dari Prof. Jose A. Gomez-Ibanez (Kennedy School of Government, Harvard University).

 

Prof. Jose A. Gomez-Ibanez merupakan international expert di bidang infrastruktur dan public policy dengan pengalaman lebih dari 40 tahun baik sebagai pengajar, advisor maupun konsultan di pemerintahan Amerika Serikat dan berbagai lembaga internasional.

 

Kegiatan ini akan diselenggarakan pada :

Acara akan dibuka oleh Menko Perekonomian RI, Ir. Hatta Rajasa, kuliah umum dari Prof Gomez-Ibanez kemudian dilanjutkan dengan pembahasan oleh 3 orang panelis yaitu Dr. Bambang Susantono (Wakil Menteri Perhubungan RI), Dr. Scot Younger (Komisaris PT. Nusantara Infrastructure) dan Dr. Boy Kombaitan (Dekan SAPPK ITB).

 

Acara ini akan dihadiri undangan yang terdiri dari para pejabat pemerintahan baik di pusat ataupun daerah, CEO perusahaan swasta, investor, akademisi, praktisi pembangunan infrastruktur, dan praktisi perencana pembangunan.

 

Kegiatan ini diharapakan akan memberikan sebuah pencerahan dan pandangan baru bagi pembangunan infrastruktur dan kerjasama pembiayaan infrastruktur (Public Private Partnership) dalam rangka percepatan pembangunan infrastruktur yang sangat dibutuhkan oleh Indonesia.

 

Acara ini terbuka secara terbatas untuk Anggota IAP tanpa dipungut biaya.

General Lecture by Prof. José A. Gómez-Ibáñez

Until the end of 2010, around 20 PPP-scheme Expressway Projects are in evaluation due to slow progress. These projects are not affected by the new Presidential Regulation. Those problems will be elaborated and explained from a view of Prof. Gomez-Ibanez in managing this situation.

Prof Ibanez who has had international reputable experiences will be expected to provide those answers. By his comprehensive knowledge and extensive experiences in urban infrastructure development, the General Lecture will express his understanding, professional opinions, and recommendations for specific Indonesian setting.

The committee will invite 3 (three) representatives from different actors in infrastructure development to respond to Prof Gomez-Ibanez’s lecture:

  1. Dr. Bambang Susantono, Vice Minister of Transportation
  2. Prof. Boy Kombaitan (Dean School of Architecture, Planning and Policy Development – ITB)
  3. Dr. Scott Younger OBE, President Commissioner, PT Nusantara Infrastructure Tbk

The moderator of the seminar will be Bernardus Djonoputro, Secretary General, Indonesian Association of Urban & regional Planners.

Central Government is expected to respond with the existing and planned government policy related to Ibanez presentation. The Investor is expected to respond with his experiences in developing infrastructure in Indonesia: problems and challenges. The Scholar is expected to respond with his/her understanding about the concept of Ibanez. And the professional is expected to respond the role of planners in addressing those issues in infrastructure planning.

José A. Gómez-Ibáñez

José A. Gómez-Ibáñez is the Derek C. Bok Professor of Urban Planning and Public Policy at Harvard University, where he holds a joint appointment at the Graduate School of Design and the John F. Kennedy School of Government. He teaches courses in economics, infrastructure and transportation policy in both schools.

At Harvard, Professor Gómez-Ibáñez currently serves as chair of the Kennedy School Social Policy Area. He is faculty co-chair of the Infrastructure in a Market Economy executive program at the Kennedy School. In the past he has been the faculty chair of the Masters in Urban Planning Program at the Design School (2001-2004), of the Masters in Public Policy Program at the Kennedy School (1996-1998), of doctoral programs at the Design School (1992-1995), and of the Department of Urban Planning and Design at the Design School (1984-1988).

 

He has served as Senior Staff Economist, Council of Economic Advisors, Executive Office of The US President and Advisor to the Infrastructure Vice President, World Bank. He has also served as consultants for a variety of public agencies.

 

Professor Gómez-Ibáñez research interests are in transportation, infrastructure and urban economic development, and infrastructure privatization and regulation. He is the author and editor of several books including:

Regulating Infrastructure: Monopoly, Contracts and Discretion (Cambridge: Harvard University Press, 2003), author.

Going Private: The International Experience with Transport Privatization (Washington: The Brookings Institution, 1993), with John R. Meyer.

Regulation for Revenue: The Political Economy of Land Use Exactions (Washington: The Brookings Institution, 1993), with Alan A. Altshuler.

Competition in the Railway Industry: An International Comparative Analysis (Edward Elgar, 2006), edited with Gines de Rus; and
